Each cog in the machine represents stakeholders such as the govt., public, bureaucracy, policymakers, etc. When all these cogs work together, the machine is functional. Similarly, when all the stakeholders work together in the system, the society would be functional. Even if one cog malfunctions, the entire machine would be faulty. In the same way, even if one stakeholder is not up to the mark and doesn’t work hand-in-hand with the other stakeholders, society wouldn’t progress further.
