“I think public policy is a zero-sum game. No matter how good and beneficial a policy is, there are always going to be winners and losers. It may not be a tangible loss at times, but people may perceive that they have lost. They may feel discontented and disgruntled with a policy. For eg; policies about building developmental projects like dams, could provide electricity and water to communities, but they could also displace natives.
